While data openness brings the convenience of the public's right to know, it also carries the risk of exposing citizens' personal privacy and triggering personal information security issues. Combined with the environmental characteristics of open data, the construction of an effective multi-body collaborative governance structure can help promote the multi-body collaborative development of personal information protection. Based on the SFIC synergistic governance model, a theoretical analysis framework is constructed to analyze the protection of citizens' personal information from five aspects: external environment, starting conditions, catalytic leadership, system design, and synergistic process, and it is proposed that under the background of data openness, the protection of citizens' personal information needs to construct a synergistic governance structure led by the government, with the participation of social organizations, enterprises, and citizens, and that it is necessary to strengthen the construction of data open platforms, grasp the advantages of data openness, and promote the development of personal information security.
